The Housing Corporation could merge with regeneration agency English Partnerships, following a government review announced this week.

David Miliband, the communities minister, said the review would also consider the best way of raising more private finance for housing and regeneration programmes.

It will also look at how to maximise the use of public land and other assets, some of which are held by English Partnerships, and the role of public subsidy.

Among the issues to be discussed would be whether a new agency could attract further private investment and what impact this would have on the regulation of housing associations.

'Delivering sustainable communities across England will require even greater focus and skill in the future,' said Miliband. The review will continue until May 19.

David Orr, chief executive of the National Housing Federation, said: 'Bringing together English Partnerships' land and the Housing Corporation's resources makes sense. A new neighbourhoods agency could embrace more strategic thinking.'
