Chris Clarke, former leader of the Liberal Democrat group of the Local Government Association, has been knighted in the Queen's birthday honours list.

Clarke, leader of Somerset County Council from 1993 to 2001, was also chair of the South West Regional Assembly.

Knighthoods also go to permanent secretary at the Treasury Gus O'Donnell and Professor Michael Barber, head of the Prime Minister's Delivery Unit.

O'Donnell has just been appointed Cabinet secretary and Barber is widely credited as architect of the government's public services reform programme.

Neil Kinghan, director general of the Local Government and Fire Group at the Office of the Deputy Prime Minister, is made a Companion of the Order of the Bath.
