A thoroughly modern mandarin, his career spans the entire public sector, with senior positions across central and local government.
Bichard started early, becoming chief executive at the London Borough of Brent at 33, where he established a reputation as an innovator. He moved on to the Benefits Agency and, in 1995 was appointed permanent secretary to the then Department of Employment.
The following CIPFA members were also awarded honours:
- CBEs went to NHS Executive director of finance Colin Reeves, and Michael Collier, chief executive of the Funding Agency for Schools.
- OBEs went to Therese Teasdale, who is director of personnel, finance and services for Thames Valley Police, and Colin Smith, chief executive of Oldham Metropolitan Borough Council.
