Bromley housing association to outsource finance department

A south London housing association is about to become the first registered social landlord (RSL) to outsource its finance department.

Broomleigh Housing Association, in Beckenham, in the London Borough of Bromley, was this week expected to sign contracts with insurance management services firm, Eastgate.

The private company is likely to take charge of the majority of Broomleigh's finance function from December 1. Broomleigh, which has 14,500 homes, was set up seven years ago when Bromley council tenants voted for a stock transfer.

Finance director Willem Buttinger said the RSL wished to bring new ideas into the association and would work in partnership with Eastgate in the same way as it does with its maintenance contractor. 'The world's changing fast. It's difficult to stay up to date with the opportunities which are there to improve practices and use new technology,' he said.

So far, the only major services outsourced by housing associations are maintenance and IT. Stephen Duckworth, head of housing finance at the National Housing Federation, said other RSLs were watching Broomleigh's move with interest.
