Office-based working needs to become a thing of the past for civil servants, government efficiency experts have claimed.

A guide published by the Office of Government Commerce this week painted a picture of the civil service in 2020 where home working and mobile working was commonplace.

The guide, Working beyond walls, which the OGC produced in conjunction with the consultancy DEGW, aims to encourage new thinking on information and communication technology, ways of working and sustainable design.

Cabinet secretary Sir Gus O'Donnell said: 'Work is what you do, not a place you go to, and the majority of the next generation of the workforce will be ready and able to work anywhere.

'Work has migrated beyond the conventional boundaries of time and space into a wider environment and those who manage the government estate should be prepared.'

The September 3 guide is part of a seven-year programme, begun in November 2006, to transform the way the civil service manages its property.
