Council leaders have welcomed a government pledge to simplify the system for drawing up local plans.

Planning minister Caroline Flint promised this week that councillors will head consultations on their area's development needs alongside business leaders, voluntary groups and other public agencies.

Launching a new planning policy statement, Flint said the revised system of local spatial plans will be expected to provide suitable land for affordable housing, attract private investment and ensure that vital infrastructure is in place.

The plans should also promote low-carbon development and ensure that new construction complements an area's local identity, she told a New Local Government Network event in London on June 4.

Paul Bettison, chair of the Local Government Association's environment board, said: 'This should make it easier for councils to put in place plans that will make sure that the right development is in the right place to provide houses that people need and want.'
