The Welsh Assembly Government is taking measures to improve transport regulation after a spate of accidents on school buses.
Deputy First Minister Ieuan Wyn Jones has advised councils not to use double-deckers and to examine the use of CCTV and escorts.
The moves follow laws giving free transport to all primary school children living two or more miles from a suitable school.
Jones said he would be seeking more powers from Westminster to improve safety. 'I am aware of widespread concern regarding bus regulation and safety issues — which at present we cannot fully tackle because of constraints on Assembly law-making power,' he said.
