The government has launched a new climate change action pack to help local authorities deal with the issue.

It will, says the Department for Communities and Local Government, help councils to assess local climate change effects, mobilise senior management and political support, set and forecast targets for carbon reduction and implement and evaluate their plans.

Angela Smith, the DCLG minister responsible, said: 'Nearly 50 local planning authorities now require at least 10% of energy to come from on-site renewable technology in large developments.

'The government is urging all local authorities to make this requirement part of their local development plan.'
