Glasgow City Council is launching a £1bn umbrella body combining about 6,000 staff to develop shared services.
A board is to be established to oversee the plans, involving the council, Scottish Enterprise Glasgow, NHS Greater Glasgow, Strathclyde Police and Jobcentre Plus.
Council leaders hope the move will result in significant sums of money being diverted to frontline services, bringing better health care, more jobs, economic growth and safer communities.
Council leader Steven Purcell said: 'It makes no sense to have public agencies dealing with the same issues working in isolation. We must do more to deliver an integrated system that eradicates duplication and waste.'
