London motorists who obstruct traffic flows by blocking box junctions or disregarding one-way signs will have to hand over £100 fines to local authorities from April.

The new London Local Authorities and Transport for London Act allows London boroughs and Transport for London to take over the enforcement of some traffic regulations from police.

The scheme is being piloted in six boroughs and, following a review, should be rolled out across the rest of the capital after nine months.

In addition to the motorists' fines, there will be £100 fixed penalty fines for people blocking roads with items such as skips and £500 fines for hauliers who fail to observe the 'London Lorry Ban' and disturb peaceful neighbourhoods during the night and at weekends.

Phil Portwood, chair of the Association of London Government's transport and environment committee, said: 'We have set these fines at a sensible level that also deter people from breaking the law.'

The revenue generated by the fine will be invested in public transport and road repairs.
