The finalists span the public sector and include a head teacher, a local councillor, a police accountant, a council lorry driver, a firefighter, a psychiatrist and a housing association chief executive.
Rabbi Julia Neuberger, the chair of the judging panel, described the selection process as an 'inspiration' and 'heart-warming'. She said that the large number of nominations received was an 'outstanding result'.
Home Secretary David Blunkett and Cabinet Secretary Sir Richard Wilson will both speak at the awards ceremony on May 13. Blunkett said the awards 'fulfil a valuable function in reminding us why we care so much about our public services'.
