Regulatory board for councillors is launched

The chair of the new regulatory body for councillors pledged to restore the public's faith in local politics as the organisation was officially launched on November 6.

Tony Holland, who will head the Standards Board for England, said many people's perception of their local councillors is that 'they are not trustworthy individuals'. But in reality, he told assembled guests, the vast majority are honest and the number of instances of misconduct is very small.

Holland added: 'We are here to help demonstrate and maintain the good standards of conduct within local bodies, and to act swiftly to resolve any instances of misconduct by taking appropriate action against those involved.'

Minister for local government Nick Raynsford said the board would be 'critical' in improving the public's opinion of local politicians. He also called on the board to 'work closely with local authorities and provide them with the help and guidance that they need'.

The new body, established under the Local Government Act 2000, has drawn up a model code of conduct that is expected to be approved by Parliament in three weeks' time. Once this has happened, all 388 English local authorities will have six months to draw up their own version, which each individual member will have to sign. Councillors who refuse to do so will lose their seat.

Roy Williams, the Local Government Association's policy officer for member services, said it was in favour of the board. 'We are all moving into uncharted territory here. The board has two roles: advising authorities and members on maintaining good practice; and enforcing the code. As long as it keeps these roles in balance, the LGA will support it,' he said.
