Lord Hanningfield said: 'The government has admitted that not everything can be done from Westminster and therefore it falls to local government to take on the role of improving public services.'
Hanningfield set up Localis with Paul Bettison, leader of Bracknell Forest Borough Council, and Colin Barrow, chair of the Improvement and Development Agency.
