A prisons watchdog has warned that government plans to build three 'Titan' prisons could be counter-productive and potentially dangerous.

The National Council of Independent Monitoring Boards, which oversees the prison visitors scheme, said that managing the 'supersize' jails could cause major staff problems. If services such as health and education were provided centrally it would be 'difficult to protect the most vulnerable prisoners from those who might cause them harm'.

Council president Peter Selby said: 'Most of our boards favour smaller units and have negative experience of large establishments.'

The consultation on the plans for the jails, which would each house 3,500 prisoners, ended this week.
