The Department for Constitutional Affairs needs to control the 'ridiculous' situation in which millions of pounds of fines go uncollected, the Public Accounts Committee said this week.

National Audit Office figures show that half of fines are not paid in full after six months, and two-thirds are paid only after costly enforcement action.

PAC chair Edward Leigh said if justice were to be served, the punishments imposed on offenders must actually be carried out. 'The DCA must dispel its current fog of ignorance about… how many people pay up,' he said.

The report said offenders should pay fines at once or lose earnings or benefits.
