Tenants have backed calls from the Housing Corporation to give them more say over how their housing association is run.
Submissions received by the National Housing Federation's tenant involvement commission show support for residents playing a greater management role.
Some argued that tenants should interview prospective housing association staff, or help to deliver training.
There were also calls for tenants to set standards and choose alternative contractors to those used by associations where service is poor.
Performance-related pay offered to chief executives should be partly based on tenant satisfaction, argued other submissions.
Earlier this month, Housing Corporation chief executive Jon Rouse told registered social landlords to appoint at least one resident board member and said new performance indicators will emphasise tenant satisfaction.
Ed Mayo, chief executive of the National Consumer Council and the commission's chair, said that without effective involvement, housing can 'institutionalise a disempowerment'.
