Ken Livingstone has pledged to put the fight against global warming at the heart of his London plan, as he published the first major review of the 2004 strategy.

The London mayor is to force planners and developers to build more energy-efficient homes connected to 'decentralised' energy supplies such as local power stations.

The review also doubles the carbon emission reductions that developments must achieve through on-site renewable energy sources, such as wind turbines and solar panels, from 10% to 20% by 2015. The long-term target is a 60% reduction by 2050.

This is the first time that statutory carbon reduction targets have been set for London. Livingstone said: 'We must move our cities away from relying on inefficient centralised heat and power generation and stop constructing buildings that waste heat and electricity.'

He added: 'In London, we want widespread use of decentralised energy, the highest standards of green building design and renewable energy incorporated wherever we can.'
