Councils hoping to set up an arm's-length management organisation or transfer their homes to a housing association will be able to submit bids following next month's local elections.
As expected, the Office of the Deputy Prime Minister has confirmed the 2006 bidding rounds will get under way in May.
Many councils that were planning to meet the decent homes target through an Almo or stock transfer have warned that they might miss the 2010 target because of delays in getting these rounds under way.
In a letter sent to authorities on March 30, the ODPM encouraged housing departments to continue working on their proposals.
