Tube arbiter takes over from Winsor

Rail regulator Tom Winsor has been replaced by the current disputes arbiter at London Underground, Chris Bolt.

But the role of the job has changed. Bolt became head of the new Office of Rail Regulation on July 5, leading a board that will take over Winsor's responsibilities. Locating rail regulation powers with a board rather than an individual brings the railways into line with other industries and utilities.

Bolt was appointed arbiter for the LUL public-private partnership in December 2002. He will continue in this post until 2006.

Previously, he was director of regulation and public policy at Transco's parent company, Lattice.
