Tenants in social housing should be offered more incentives to become homeowners, ministers have been told.
Discounts available to tenants under the right to buy scheme must be reviewed and new measures put in place that reflect an individual's income, according to the home ownership task force.
The task force was set up by Deputy Prime Minister John Prescott earlier this year at the launch of the Sustainable Communities plan. Its report, A home of my own, published on November 13, welcomes moves to curtail the RTB in areas of high demand.
But it also urges that loans should be offered to tenants, particularly where they are not eligible for the RTB.
