Minister for Children Margaret Hodge is to propose a commissioner for children in a green paper to be published in the autumn.

She told a Local Government Association conference on July 8 that the new official would give children a direct voice in all matters of public policy.

'I would find it utterly inconceivable to do my job without having direct access to and knowledge of children and young people's views,' she added.

But critics attacked the delay in the green paper, originally due out this week. Shadow minister Eleanor Laing said Hodge was 'all talk and no action'.
