Plans to give council and housing association tenants a financial stake in their homes look unlikely to get off the ground after research failed to find support from landlords and lenders.

The research, for the Office of the Deputy Prime Minister, found tenants were generally supportive of equity shares but landlords and lenders were concerned about funding and administration.

Groups such as the Institute for Public Policy Research had suggested that equity stakes or shares might ultimately replace the right to buy scheme.

The ODPM research was published on March 17 as a new taskforce to encourage greater home ownership held its first meeting.
