Buses remain the 'Cinderella' of public transport services and should receive a higher priority, according to the Institute for Public Policy Research.
Two out of every three journeys on public transport are made by bus, but public spending is less than half that on railways, the institute says.
'Current government transport policy is mainly serving the better off,' said Tony Grayling, the IPPR's associate director. 'The government is too focused on roads and railways.
'Tackling transport exclusion while reducing congestion and pollution requires more spending on bus services, pavements and traffic calming.'
