The report, published on January 6 by the Chartered Institute of Housing, the Confederation of Co-operative Housing, the Co-operative Union and the Housing Corporation, says tenants must be consulted more at both local and landlord-wide level – even if they do not wish to go so far as taking on management responsibilities.
Nick Bliss, co-author of Empowering communities and a spokesman for the CCH, said tenants' views are not appreciated sufficiently. 'Stock transfer is not leading to community engagement because it's such a political hotbed,' he said. 'This prevents tenants and communities from considering the options properly.'
