The London Borough of Lambeth claims it has lost some £10m over the past two years because tenants who appeal to the district valuer are gaining reductions of up to 30%.
Any action would have to be taken against the Valuation Office Agency, part of the Inland Revenue. A Lambeth spokesman said the council was holding talks with other London boroughs before deciding whether to proceed.
An announcement by Deputy Prime Minister John Prescott about the future of right to buy is expected next week.
