Ministers are concerned that, whereas some councils make significant demands on developers in return for granting them planning permission, others make little use of the planning system to increase the amount of affordable housing, particularly in London and the Southeast.

Housing and planning minister Lord Falconer told the conference there were 'real difficulties' in trying to use the planning system to create affordable housing because not everyone was sure how the system was intended to work.

Detailed proposals are expected to be published by the Department for Transport, Local Government and the Regions later in December.
