Russell Goodway, leader of Cardiff City Council, has been under pressure to reduce his pay since December and faced a head-to-head fight with the Welsh Assembly over his £59,000 a year salary.
The row has split the Labour Party in Wales and caused great embarrassment.
Negotiations to resolve the controversy ended this week when Local Government Secretary Peter Law agreed to a Wales-wide review of how councillors are paid. Now it appears Goodway has agreed to reduce his pay to £34,000 in return for the review.
