Paul Cook, the former chief executive of Daventry District Council, takes up the post next month. He will work with Peter Rogers, currently Westminster's director of resources, who becomes chief executive at the same time.
Roots has held both posts since June 1994. He told Public Finance that members felt more comfortable with the new arrangement, although he saw nothing wrong in principle with chief executives also being finance directors.
