Cabinet Office minister Ian McCartney was put in charge this week of spearheading attempts to prevent further failures in government IT contracts.

But, embarrassingly, the announcement of his new responsibility came as it was revealed that Siemens Business Services, the firm at the centre of the summer's Passport Office fiasco, is the Vehicle Inspectorate's preferred bidder for the £100m programme to computerise MoT vehicle testing. Siemens Business Services (SBS) was heavily criticised in a National Audit Office report last week.

McCartney, who will supervise a new team set up in the Central IT Unit at the Cabinet Office, said: `In past years, too many projects have run into difficulties. We need to implement and use IT systems efficiently and effectively to maximise the benefits of IT to the public.'
