Research council lost its grip over project

A scientific research council has been severely criticised by the Public Accounts Committee for a 'lack of management grip' in the implementation of a new computer system.

The Council for the Central Laboratory of the Research Councils originally budgeted £544,000 for the Financial Accounting and Management Information System (Famis) with a target start date of April 1, 1997. Famis is still not fully operational and has incurred extra costs of £458,000.

'There is no excuse for the council not knowing better,' said David Davis, PAC chairman.
