Speaking at a Local Government Association conference this week, he praised the use of hypothecated taxes: 'People know traffic jams impose costs on the economy, society and the environment. Road-user charging can be targeted at the most congested areas, to encourage using alternatives to the car and provide the means to pay for them.' LGA chair Sir Jeremy Beecham praised Prescott for persuading the Treasury to accept hypothecation, but added: 'We hope the hypothecation will last more than ten years, and will not be too rigidly defined.'
