These vanguard councils will be expected to become 'centres of excellence' and spread best practice in areas such as education and housing.

Local government minister Hilary Armstrong called the scheme 'a great opportunity' for councils. Local Government Association chairman Sir Jeremy Beecham said: 'Every local authority would benefit.'

Councils selected this year will hold Beacon status until April 2001. The selection process is expected to become annual.

Councils selected in the second tranche will be rewarded with financial freedoms.
