Two West Midlands councils are set to return more than £900,000 of government funding for green homes upgrades, after a shortage of labour and skills meant it could not be spent, it has emerged.
The £1.5bn Green Homes Grant was approved by a senior civil servant, despite an internal committee rejecting its business case, according to the National Audit Office.
Councils will get just £300m extra to help low-income households make their homes more efficient after the government abandoned a £1.5bn grants scheme with a similar aim after just six months.
