Government tightens benefit rules for migrants

Migrants arriving in the UK will have to wait for three months before they can apply for either Child Benefit or Child Tax Credit, under reforms being introduced by the Treasury from July.

The change, will brings these two benefits in line with Jobseekers’ Allowance, which have subject to a three-month waiting period for migrant claimants since the beginning of the year.

There will also be tougher English language tests for job-seeking migrants. Routine access to interpretation services will be scrapped from the end of this month for new JSA claimants and migrants’ language skills will be tested more rigorously. 

If it determined that poor proficiency in English is acting as a barrier to finding work, claimants will be expected to improve their language skills within six months. Sanctions will apply if claimants refuse to attend English lessons or don’t make an effort.

The Treasury has estimated that reducing the availability of interpretation services will save about £3m a year. However, interpretation services will remain available for JSA claimants deemed to be vulnerable and in need of support.

Treasury minister Nicky Morgan said: ‘These changes send a strong message that out welfare system is not open to abuse and will deter those who think they can move to the UK primarily to claim benefits.

‘Making work pay is part of our long-term plan to ensure that Britain’s growing economy and dynamic jobs market deliver for those who work hard and play by the rules.’
