Lord Bichard is to step down as executive director of the Institute for Government in September to spend more time working in the House of Lords.

He was created a life peer in February and said he wanted ‘to play a part in the work’ of the second chamber.

After September he will become a senior fellow of the institute and work with it on localism, ministerial development and Total Place.

Bichard has led the institute since it was established in 2008 with backing from the Sainsbury family’s Gatsby Charitable Foundation.

He told staff: ‘It has been an enormous privilege to have been the founding director of the Institute for Government.

‘I am very proud of what has already been achieved and the trust which all parties have shown in us; the issues we have tackled are already shaping the way government is thinking.’

Institute chair Lord Sainsbury said Bichard established the body as ‘a valuable resource for the civil service and politicians’.  

No arrangements have yet been announced over the appointment of a successor.

The institute works with the main political parties and senior civil servants to increase government effectiveness.

It is also collaborating with the Public Chairs’ Forum to improve the work of arm’s-length government bodies.
