Steve Bundred, the outgoing Audit Commission chief executive, has been appointed chair of the NHS foundation trust regulator Monitor.

Bundred, who leaves the commission at the end of this month after six and half years in the top spot, is due to take over at Monitor at the beginning of May.

The appointment is for four years, ending on April 30, 2014. Bundred succeeds executive chair Bill Moyes, who left at the end of January this year after completing a similar four-year stint.

But Bundred is to take the role on a three-day-a week basis, on a salary of £75,000 – which pro rata is significantly below the £200,000-plus packages that both he and Moyes previously enjoyed.

Before joining the Audit Commission, Bundred was executive director at the Improvement and Development Agency. He was also chief executive of the London Borough of Camden, having previously served as the borough’s finance director.

Health Secretary Andy Burnham said: ‘Steve will have a key role leading Monitor and foundation trusts in finding innovative new ways of meeting the challenges ahead, to improve efficiency, quality of care for patients and taking the NHS from good to great.’

Bundred’s first task at Monitor will be to appoint a new chief executive for the regulator. Current interim chief David Bennett is the first person to hold such a position at Monitor, as Moyes’ role of executive chair combined both functions.
