The amended Parliamentary Standards Bill, the response to the scandal over MPs’ expenses, passed into law on July 21 – but without the provision for a legally binding code of conduct. Opponents had claimed the Bill was being rushed through and compelled the government to drop a number of its provisions. The new measures will not apply to peers.
