The average right-to-buy discount has fallen from 27% to 11% in the past ten years.

In London, the fall has been even more dramatic – from 29% of average house prices in 1997/98 to just 6% in 2007/08. The figures, which apply only to local authority homes in England, were presented to the Commons by former housing minister Iain Wright in response to a question by shadow housing minister Grant Shapps.

When expressed as a percentage of the price of council homes sold through the RTB scheme, discounts in England dropped from 49% to 24% (53% to 13% in London).
