A guide, Think twice: the role of elected members in commissioning, was released jointly on April 3 by the public sector union Unison, the Local Government Information Unit and the Association for Public Service Excellence.

The guide has been sent to thousands of councillors, calling on them to become involved at all stages of commissioning and to ensure the process does not become synonymous with outsourcing.
