Culture Secretary Andy Burnham has launched a review of England's public library service as he branded its sombre image out of date.

Under the proposals, libraries could install coffee franchises, bookshops and film centres. Noise bans will also be reviewed.

Speaking at the Public Library Authorities Conference in Liverpool on October 8, Burnham reiterated the value of libraries and urged them to embrace their role as places for the whole community. 'In the internet age, shared experiences and a shared sense of place are more important than ever,' he said.

But, he added, there was much that could be done to adapt the service for generations to come. 'There are some incredibly interesting things going on in our public libraries, far removed from the stereotype of dusty books and silence,' he said.

The review will be led by culture minister Barbara Follett, who said: 'No one should have to put up with a lacklustre service appealing only to its “regulars”.'

Liberal Democrat spokesman Don Foster voiced concerns that the review was 'a thinly veiled attempt' to cut library services.
