The system of releasing prisoners early under electronic monitoring is 'stuttering along,' according to senior MPs.
In a report published on October 12, the Public Accounts Committee criticised delays in releasing prisoners because of bureaucratic failures.
Chair Edward Leigh said: 'Releasing selected offenders early from prison on condition that they are subject to an electronically monitored curfew at home is a cost-effective alternative to custody.'
The report came as the Home Office implemented emergency measures to deal with the jail system reaching the limits of its capacity.
