Scots review team to look at policy

The Scottish Executive's permanent secretary John Elvidge has appointed an external review team to look at improving leadership, strategic thinking and the delivery of policy objectives for the next Scottish government.

The taking stock: fit for the future? review will be carried out by senior figures from the public and private sectors. It will report to the Executive's management group by the end of 2006 so that any changes can be introduced before the new administration takes over next May.

The team members are: John Hunter, permanent secretary at the Northern Ireland department of finance and personnel; Ian Kerr, a former director of Halifax Bank of Scotland; Neil Kinghan, director general for local government at the Department for Communities and Local Government; Mark Lloyd, the chief executive of Durham County Council; and Mary Marsh, chief executive of the National Society for the Prevention of Cruelty to Children.

A spokesman for Elvidge said the permanent secretary believed the civil service in Scotland had 'to keep reforming and to keep delivering'.
