Scotland's local authority watchdog has praised a council for transforming an ambitious vision for the local area into improved services. 

In a report published this week, the Accounts Commission said West Lothian Council performs well and has responded effectively when faced with adverse demographic and economic factors.

The commission's deputy chair, Isabelle Low, said: 'West Lothian Council has achieved a great deal. This is easily the best report so far.'

She said that, through strong leadership and a culture of improvement, the council had responded to problems such as the pressure of a fast growing population and a decline in manufacturing.

The commission commended West Lothian Council for its clear and ambitious strategic vision and its ability to transmit this into good services. However, it also wants West Lothian to develop the role that councillors play in scrutinising service performance.

The Best Value report on the council is the sixth in a rolling programme affecting all 32 local authorities in Scotland. The commission's praise contrasts with the criticism it delivered in its report on Inverclyde Council.
