A revised set of Best Value Performance Indicators for 2005/06, which deletes 14 measures and introduces ten new ones, has been agreed by local authorities and ministers.

The changes have been made in anticipation of the revisions to the Comprehensive Performance Assessment regime later this year, which will assess councils' services using the data generated by BVPIs instead of relying on inspections.

Performance indicators are used to measure the delivery of services within an authority and benchmark them against other councils. They also allow ministers to monitor an authority's progress in improving services.

The new BVPIs, which will apply to all English councils, were published by the Office of the Deputy Prime Minister on February 28. The latest changes mean that there are now 94 indicators, half the 189 that were first introduced in 2000.

Local government minister Phil Hope said BVPIs were an 'extremely useful tool', but promised a period of stability following the latest changes. He said: 'We intend to keep the set largely unchanged for the next two or three years, in order to enable local authorities to build up valuable year-on-year information.'
