The Ministry of Defence's record on procurement needs to be better, its permanent secretary conceded this week.

Giving evidence to the Commons' Public Accounts Committee on February 23, Sir Kevin Tebbit claimed that, despite the delays and cost-overruns associated with projects such as the Astute submarine and Nimrod aircraft, lessons had been learned.

Tebbit told MPs that both government and industry were now working to more of a partnership approach.

'There has been a measure of change. We need to place risk where it can best be managed rather than following the strict doctrinal approach of placing it with the prime contractor,' he said.
