Efforts to simplify funding in further education have backfired and led to increased bureaucracy, according to college employers.
The system for claiming some money, including grants from the European Social Fund, is now so complex that colleges have given up and are coping without the extra resources, the Association of Colleges has claimed.
In a strong attack on the Learning and Skills Council, the AoC said there was no sign of reduced red tape, as promised one year ago. AoC chief executive John Brennan said: 'Most colleges are therefore spending even more taxpayers' money on meeting these red tape demands than before.'
