The Commission for Health Improvement has raised new fears over the care of elderly people with mental problems in the NHS.

The anxieties follow Chi inspectors' criticisms of care at Rowan ward, part of Withington Hospital in south Manchester, where police investigated allegations that patients were subjected to physical and verbal abuse.

Dr Linda Patterson, Chi's medical director, said: 'A severe lack of leadership, supervision, monitoring of the quality of care and improvement mechanisms led to a culture where patients' needs were neglected.'

Manchester Mental Health and Social Care Trust admitted that standards of care in the ward, now closed, 'were not acceptable'.
