Education action zones have not provided noticeable improvements in failing schools, it was confirmed this week.

A widely leaked Ofsted report published on June 1 said EAZs, run by councils, businesses and other partners in 72 areas, are poorly organised.

The achievements of pupils aged 11–14 were often 'disturbingly low and give continuing cause for concern', the report says.

But the inspectors praised the £800m Excellence in Cities scheme, which covers 1,104 schools in 58 local areas.

Chief inspector of schools David Bell said: 'Overall, both programmes are making a positive impact but not comprehensively and consistently so.'
