Councils ranked 'excellent' in the Comprehensive Performance Assessments are becoming increasingly frustrated at the government's failure to deliver the promised freedoms and flexibilities.
The 22 top-scoring authorities are urging the Local Government Association to press home their concerns with ministers, and the issue was due to be discussed at the meeting of the LGA executive on April 24.
Concerns centre on the lack of progress in reducing the inspection regime and the number of required service and strategy plans.
Phil Swann, the LGA's director of strategy and communications, said there was mounting unease that Whitehall departments were backsliding on their CPA commitments.
'There's no doubt the "excellent" councils are getting frustrated at the slowness with which these freedoms are being rolled out,' he said.
