Political opponents had accused Henry McLeish of trying to use taxpayers' money for political ends after a document he prepared promised stronger links between the Scottish Executive's policy unit and the Labour Party's Parliamentary research unit. He also appeared to suggest that Labour MSPs should have direct access to civil servants.
Replying to representations from the Scottish Tory leader, David McLetchie, Russell directed attention to a statement from McLeish. 'There is not intended to be a blurring of the distinction between government and political party,' he said.
McLeish explained that the political unit he was proposing would be staffed by Labour Party people with a range of liaison functions. It would be distinct from the policy unit, which would continue to be staffed by special advisers and career civil servants.
